Bug Description

Binary package hint: update-manager

In Jaunty (904) when the Update Manager is open but minimized and you install something with Synaptic, Update Manager will bring itself into focus and become the front most window when Synaptic has completed the install. I would have expected it to have remained minimized.

Steps to reproduce:

1. Have update-manager open with updates available
2. Launch Synaptic Package Manager
3. Pick anything application/library to install but don't select the updates (ie don't select "Mark All Upgrades")
4. After the installation is complete the update-manager will come into focus

The following are the debug messages from: 'update-notifier --debug-updates'

$ update-notifier --debug-updates
(update-notifier:3136): update-DEBUG: update_check()

** (update-notifier:3136): DEBUG: /usr/lib/update-notifier/apt-check returned 7 (security: 14)

Thanks, this is a side effect of the new update-manager policy that it always auto open if there are security updates. Now always is probably a bit too aggressive :/
