Should use nice + ionice when opening automatically

Bug Description

Binary package hint: update-manager

To reduce CPU and disk load when Update Manager opens in the background, it should use nice and ionice to run at a lower priority.

(This will not affect memory consumption, which is being tackled separately.)

It may save time to fix bug 279824 at the same time as implementing this.

why not just use sudo ionice -c3 update-manager ?

no need to use both ionice and nice, since ionice is capable of doing it at once
