update-manager disables back button when managing conffiles

Bug Description
Binary package hint: bugzilla
update of bugzilla through package manager brings up debconf, asking "What would you like to do about params?" with a drop down list. Selecting an option, in this case "show a side by side difference between the versions" and clicking forward gives the next window. However that option was chosen erroneously but the back button is disabled.
Clicking cancel lets the package manager process continue but gives the apparent crash which ubuntu has asked me to report.
Ideal behaviour is to allow the back button to work, or to be allowed to gracefully defer the configuration process. The question "What would you like to do about params?" is also clumsy and doesn't make it clear what is actually being asked. A better phrasing (if I am interpreting correctly is) would be something like "The parameters for the updated version of bugzilla differ from the old version. How would you like to deal with this?".
