Can please provide us with a couple of details?
What version of ubuntu are you currently running?
Can you please attach a .txt file containing the output of: sudo aptitude show update-manager ?
Can you please attach a .txt file containing the output of: sudo aptitude show synaptic ?
Can you reproduce this by redoing certain commands? Can you list those commands here?

We might need to change the package from update-manager to synaptic.
In the link I pasted above if you want to follow what nicholas said worked for him you could run this command in a terminal to pull down the debian- package- database- rebuild script:
wget http:// www.debian. org/doc/ manuals/ reference/ examples/ debian- package- database- rebuild
chmod +x debian- package- database- rebuild && sudo ./debian- package- database- rebuild.
Please use these commands with caution and make sure you backup your important data in case something happens out of the ordinary.
