Update manager says nothing about apt-listbugs prompt

Bug Description

Binary package hint: update-manager

If apt-listbugs is installed on a pre-intrepid system, then while upgrading to intrepid it runs during the apt update, and prompts, as usual. This blocks the installation, unless the user thinks to open the terminal, and answer the prompt.
