On dist-upgrade, disable /etc/apt/preferences

Bug Description

Binary package hint: update-manager

Having an /etc/apt/preferences can somewhat mangle a dist-upgrade. As a complement to disabling third-party sources, it might be sensible for the dist-upgrader to disable apt preferences too. Since /etc/apt/preferences is a seriously power-user feature anyway, I think it would be fine to just tell the user what is being done, and that they need to fix is manually after the upgrade.

I was looking for /etc/apt/preferences and it seemed to be non-existent...
what version of apt are you running?

/etc/apt/preferences exists only if the user creates it.

ah alright, I'm not at home at the moment, but i can work up some code to be injected to the begining/end of the dist upgrade process can it call/have embedded bash?
