Bug Description

Binary package hint: update-manager

When I use the Update Manager to download and install updates, then while it is installing updates, it often slows down the computer, and doing stuff like using Firefox is slower because installing the updates uses the hard disk much.

Change the I/O priority (like ionice utility) of Update Manager so that it takes a step back and don't eat all I/O resources so that interactive applications are fast.
