Notify user if a program is in use that has been removed from the repositories

Bug Description

Please show a notification when a program is run that is no longer in the ubuntu repositories. E.g. a bug was recently reported against graveman which has been removed a while ago because of buggyness. It could either be a notification when the program is run or a notification by the update-manager on the next update.

Assigning to Update-manager, as this is the obvious time and place to tell a user this information.

Also, from irc, "<wgrant> Only the dist-upgrader would need to do that, as we don't remove things post-release."
