update-manager crashed with RuntimeError in <module>()

Bug Description

Binary package hint: update-manager

I was upgrading to 8.04. So the update stopped while generating locales (English for Australia) and I didn't go any further. The only way to close it was rebooting the machine and that's when or why this bug report was generated.

Rebooting at that moment caused some problems to start Ubuntu normally but it was fixed it with dpkg --configure -a.
