[Wish] ReleaseAnnouncement should be mirrored.

Bug Description
Not possible to upgrade if ubuntu.com off-line because of release notes file.
Upgrading from Gutsy to Hardy w. Kubuntu, KDE 3.5.9.
The upgrade with Adept & the upgrade tool fails because ubuntu.com is overloaded and the updater cannot fetch the file http://
The actual upgrade files are downloaded from a local server but this file from Ubuntu.com. So if Ubuntu.com is down/slow/something one cannot upgrade.
I think this file should be mirrored as well as all other files.

Thanks for reporting this bug. From what I can see, it appears that the ReleaseAnnouncement is now mirrored on all of the Ubuntu mirrors.
To verify this, go to: XX.archive. ubuntu. com/ubuntu/ dists/hardy/ main/dist- upgrader- all/current/ ReleaseAnnounce ment
http://
(where XX is the two digit country code of the mirrror).
Once the page loads, you should see the Hardy release announcement. If there is a specific mirror that does not include this file, that mirror might be out of sync with the main Ubuntu mirror. However, out of the handful of mirrors that I tested, all of them contained the ReleaseAnnouncement file. As a result, I am setting the status of this bug report to 'Fix Released'.
