Software Updates has different packages from apt/synaptic, wants to install different kernel

Bug Description
I am running Ubuntu 23.04 Lunar. This morning I booted up my laptop and received notification in Software Updates that I needed to install the Oracle 6.2-1008 kernel and related modules from the NVidia driver. I closed it and ran 'apt dist-upgrade' instead and received a different list of upgrades:
$ sudo apt dist-upgrade

Calculating upgrade... Done

I double-checked the situation with Synaptic and found that the GUI there agreed with the APT output and did not want to install the Oracle kernel. Screenshots attached.
Expected behavior: the three programs should have the same list of upgrades available.
Synaptic has the same behavior as Software Updates if you click "Mark all upgrades".
