Update manager fails when trying to update.

I was not going to report this, since my system is a little mangled, but I saw someone else reporting the same issue here:-

And it seems they did not log the bug, so I felt I should.

I'm running the development release, 23.04, and "apt update&&apt full-upgrade" updates the system fine, but the GUI update-manager doesn't seem to be working... it shows what needs to be updated, but cannot apply the changes... it generates the following error, which matches the one in the forum posts above:-

Exactly the same issue on my other machine which was installed much more recently, so I think there's something to it.. perhaps a bad version of update-manager, or some other problem... Hopefully it gets fixed before 23.04 releases, as it's looking really nice.
