false Grub2 dependency error avoid update by update-manager

Bug Description

update-manager displays a false grub2 dependency error :
"Impossible de résoudre les dépendances du paquet
grub-efi-amd64-signed: Depends: grub2-common (>= 2.02~beta2-36ubuntu3.31) mais la version 2.04-1ubuntu26.11 va être installée"
It should not display this error, since 2.04-1ubuntu26 >= 2.02~beta2-36ubuntu3.31.

I think we lost the ability to debug this. We'd have to get apt debugging turned on in update-manager and figure out what's going on; it's probably being removed and reinstated in some places and then stuff gets weird.
