This is normal behavior, unless you have manually installed the "gnome-software" package. The Ubuntu Software application on 20.04 is now provided by the "snap-store" snap instead of the "gnome-software" package. I'm not sure what you mean, but it sounds like a different bug, possibly against the display system?
