do-partial-upgrade still blocked on calculating changes

Bug Description

I run software updater via GUI, it does all the right steps till it gets blocked on 'Calculating the changes' step. This happens only by clicking on the 'Partial Upgrade' button, if instead 'Continue' button is pressed the bug is not triggered and the upgrade succeed. In TOP I can see the use of CPU and RAM varying but even fifteen minutes are passed nothing happened.

Partial upgrades of the development release are actually done by update-manager and not ubuntu-release-upgrader.

Could you run apport-collect now so that some different log files will be gathered?
