Without sudo I received the reported error, tried it later with sudo and it worked:

~$ /usr/bin/update-manager
extracting '/tmp/tmpaW6m_m/gutsy.tar.gz'

File "/usr/lib/python2.5/tarfile.py", line 1144, in open
raise ReadError("file could not be opened successfully")
tarfile.ReadError: file could not be opened successfully

With sudo it ran fine:

~$ sudo /usr/bin/update-manager

If I understood your last comment, then this is no longer a bug correct?

Updating your system does require super user (sudo) privileges.

I am marking this as invalid (closing it). If it is still a problem, feel free to reply to this email.

Thanks!

Please close it, I am still such a noob that I jumped the gun.
Hopefully I can learn enough to help out soon.

Thank you and take care.

Why do you continue to send me this messages, your OS sucks and that's the end of it, I'm going to report all email as spam, perhaps this will make you stop sending me this garbage.

Perhaps this isn't a noob issue after all. I'm noticing that the update-manager's menu item does not include gksu, so if you attempt to perform this action from the UI, it's going to fail. The issue can indeed be solved by executing with sudo from a terminal, which should be marked as a work-around.

Update-manager does not have "gksudo" in its menu entry by choice. If you run it from the menu system then try to perform an action which requires super user privileges then it will ask for your password, but not before.

Okay ... why didn't it ask for the password when it needed it? As I noted,
it worked fine when the whole thing was run under sudo.
