[Feature request] merge update-manager with gnome-software

Bug Description

gnome-software update tab is ineffective and always showing "system is updated".
this may mislead users. It would be a better solution if you merge these 2 applications.

also i think three separate applications/icons to manage the software are not nice on the menu

Thank you for your suggestion. That would be nice indeed but lot of work and not a priority at the moment though

When we initially moved to GNOME Software we considered using the updates page as the primary means of updating. The issue is that GNOME Software is designed to hide a lot of the package details that update-manager shows. So we need to resolve if we:
- Are happy hiding all package details from the user
- Can modify GNOME Software in some way
- Can keep using both systems (the current state)
