update manager stucks while querying configuration file replacement

Bug Description
When Software Updater installs new fglrx driver, the followings files should be replaced by new ones.
(amdpcsdb.default, atiapfxx.blb, atiapfxx.log, signature, atiapfxx, and control)
A popup window shows with two options: Keep or Replace.
But, no matter which options is selected, there is no response from the popup window and update manager freeze.
Online update process is blocked by fglrx.
It leads to fglrx update fail and system fail to boot up.
If you run command "apt-get dist-upgrade" to upgrade fglrx, these files can be replaced successfully.
$ apt-get dist-upgrade
...

Configuration file '/etc/ati/

Configuration file '/etc/ati/control'

Y or I : install the package maintainer's version
N or O : keep your currently-installed version
D : show the differences between the versions
Z : start a shell to examine the situation

Pre-install 14.04 OEM image with kernel 3.13.0-34 then upgrading to 3.13.0.108
