Kubuntu 9.04 hasn't been sup[ported since October 23, 2010 - no updates or security fixes since then.

If you really need the old repositories see http://old-releases.ubuntu.com/releases/ but you really should use a supported release, see https://wiki.ubuntu.com/Releases.
