update-manager (gutsy) fails when package file is broken

Bug Description

Binary package hint: update-manager

I tried to upgrade libqt3-mt when a power outage hit my computer unexpectedly. After booting I again tried to upgrade libqt3-mt which didn't work because it told me the DEB file was broken. I had to manually delete the file in the cache and let u-m download it again.

In my opinion this should be done by synaptic/update-manager (or apt) automatically regarding user friendliness.
