Update manager pegs compiz at high CPU load after installing updates

Bug Description

Running 16.04, after installing updates, and leaving the confirmation dialog box open for some while in the background, I notice the laptop is hot, with fans running.

"top" shows the compiz process consuming high CPU.

Closing the update-manager window causes the CPU load to drop immediately.

Strace suggests the update manager process is chatting with the X server - possibly repainting continuously?
