Removing an old kernel results in reboot request

Bug Description

1. Wait until a new kernel (linux-image and friends) is available.
2. Install this new kernel (e.g. "sudo apt-get update", "sudo apt-get upgrade").
3. Software Updater presents a window "The computer needs to restart to finish installing updates."
4. Reboot.
5. Run "sudo apt-get autoremove". It removes the second previous kernel packages.
6. Run "sudo apt-get update" again, or wait until it is scheduled to run.
7. You're annoyed again with the popup window asking to reboot.

The 7th step doesn't make any sense. Removal of an outdated kernel package, while the newest one is running, should *not* result in a dialog asking to reboot.
