update-manager does not actually restart when asked

Bug Description
When update-manager concludes that the system needs to be restarted in order to complete some update, it displays a panel with the options <restart now> and <restart later>. Selecting the option <restart now> does not restart the system, but instead displays the common shut-down panel with the two big boxes <restart> and <shut down>. This is wrong. When the option <restart now> is selected, update-manager should initiate system restart directly.
