Available updates are grouped randomly in the list

Bug Description

On running update-manager you are presented with a list of available updates. update-manager uses some algorithm to group updates into categories. However exactly which updates are grouped together seems to be random, with unrelated updates being grouped together. And if you check again for updates again later, the new list can be presented grouped in a different way.

For example see the attached screenshot. Under the Character Map group there is "Collection of video4linux support libraries" which is (I think) unrelated to Character Map.

In other cases I've seen Ubuntu packages appearing under "Dolphin" (a game console emulator I have added a PPA for) in the list.
