Upgrade to 15.04 made ~/.config/dconf/user owned by root

Bug Description

I upgraded from Utopic to Vivid RC and had my German keyboard layout replaced by US layout. Opened Control Center > Text Entry and the Input sources list is empty. I try to add German (or US) but nothing happens. The list stays empty. When I try to switch any other setting it very briefly acknowledges the change but then switches back to where it came from.

Considering that it was an upgrade, is the ubuntu-desktop package installed?

I found the reason for the strange behaviour of the system. After upgrading, the file "/home/<username>/.config/dconf/user" was chowned to root. So all write accesses failed.

Looks like there is some bug in the upgrading process.

Hmm... Upgrade to a new Ubuntu version shouldn't touch $HOME like that. Are you sure you didn't do any mistake, like playing with dconf-editor under sudo?

Pretty sure. All I did is "sudo update-manager -d" and click on the upgrade button.

Forgot to add to my last comment: of course I chowned the file back to my user account and the problems are gone.
