Software updater displays weird download progress info

Bug Description

Context:
Sofware updater is downloading a Google Chrome update.

Version:
update-manager 1:0.196.12

Bug #1:
At some point, the currently downloaded size exceeds the total download size. On screenshot updater_1106.png, you can see 67.1MB out of 48.5MB.

Bug #2:
10 minutes later, the currently downloaded size still exceeds the total download size but is less than 10 minutes ago (60.8MB at 11:16AM when it was 67.1MB at 11:06AM, see screenshot updater_1116.png)

Bug #3:
Then the currently downloaded size starts to decrease/increase/decrease/increase/etc. (61.6MB/61.5MB/61.6MB/61.5MB/etc.)

I don't know what happened exactly. It's now 11:35AM and it's still downloading (currently 63.4MB out of 48.5MB). I submitted an ubuntu-bug report as well.

If it can help, I'm in China and the internet connection is pretty unstable here. Maybe lots of packets were corrupted and had to be downloaded again, but were still considered to be part of the total downloaded size.

FYI, it's now 11:45AM and the software updater notified me that "the software on this computer is up to date"

Just happened to me too on Ubuntu 16.04.1 LTS x86_64 with kernel 4.4.0-45-generic and update-manager at version 1:16.04.4. My connection is reliable, my old Core2 Quad is less, but I've seen very broad jumps in percentages of a few packets (google-chrome-stable, nvidia-304 and liboxideqtcore0, all above 30Mb each). The thing happened after my pc froze (as I said, the hardware is not reliable anymore) so maybe update-manager was just downloading and rehashing the partial files at the same time, is this a reasonable explanation?
