Can't install ubuntu upgrade

Bug Description

after receiving a notice to upgrade to latest version, upgrade manager encounters an "unresolvable error". I have this version installed:

Distributor ID: Ubuntu
Description: Ubuntu 12.04.5 LTS
Release: 12.04
Codename: precise

Do I need an intermediate upgrade befor installing the latest?
