Software Updater has inconsistent resize behavior

By default Software Updater window is a bit small to see package details. To see more I'd resize the window to make it larger, but that causes some strange behavor on next start. Sometimes becomes unresizable and sometimes it reverts to it's original size. This was the same in 14.04, but I just now got to reporting it.

It's a usability issue that doesn't limit the functionality of a core package.

This affects me too. When the software updater starts downloading / installing packages then the list control showing the package update progress does not resize and stays fixed (see screenshot).
However once post download/install scripts are executed the console output control is resized to the actual window size.

Similar situation on 16.10.
The "details" box cannot be enlarged and sometimes opens as a single line.
If it opens big, then it can be shrunk but not enlarged.
Possibly related to #1321088 .
