Bug Description
Despite efforts to fix the handling of kernel packages on upgrade, when I use update-manager to apply updates to my system, kernel packages are still not being marked as auto-installed. Today I tried to run update-manager and was told that I had insufficient room on /boot. Judicious use of 'apt-mark auto' resulted in the following changes being applied to my system:

All of these packages should have been considered auto-installed without me having to take any action.
After applying the above changes, 'apt-get autoremove --purge' removed the 3.16.0-13 kernel packages as expected.
