Software Updater did not clearly indicate updates were installing

Bug Description
A while ago (probably a few hours ago) I got the usual notification that updates were available and I chose to install them.
Now I notice Software Updater's icon is there on the Launcher (see screenshot), apparently with a progress bar indicating that it's not done.
If I click on the icon nothing happens.
If I click Alt+Tab and select Software Updater, nothing happens. There's no window anywhere. Even if I minimize all other windows, I never find Software Updater's window.
One funny thing is that the Launcher icon is even kind of highlighted (it has an orange halo around it as you can see, which other icons don't have, and I'm not sure what it means. Even the focused window doesn't get highlighted in that way. Perhaps it's supposed to be prompting me for something and waiting for me to respond, but the prompt is not showing up anywhere?

However the icon did respond to right-click. So I right-clicked it and quit (which made it disappear instantly).
Then I ran Software Updater again, which still found updates, and installed them, and then it worked as expected (said my computer is up to date and I could close it with the Ok button).
I've noticed that the "progress bar" is actually part of the icon! What a bad design, that's very confusing.
So I guess what previously happened was just that the popup indicating that the updates were complete was failing to show up (still a bug).
