Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.

sudo rm /var/lib/apt/lists/security.ubuntu.com_ubuntu_dists_precise-security_multiverse_i18n_Translation-en
sudo apt-get update

This issue happens when you have tried to update your package information when you are a network that didn't return the right files. This issue can be cleaned up by using the following commands in a terminal:

1.) sudo rm /var/lib/apt/lists/*
2.) sudo apt-get update

however I failed to do that because this :

rm: cannot remove
`/var/lib/apt/lists/security.ubuntu.com_ubuntu_dists_precise-security_multiverse_i18n_Translation-en':
No such file or directory

rm: cannot remove `/var/lib/apt/lists/partial': Is a directory
