Don't go to power suspend mode when upgrading Ubuntu package

Bug Description

My ubuntu went to power suspend mode and then could not restore when I upgraded Ubuntu 13.04 to 13.10.
I consumed my half day to fix imcomplete upgrade: dpkg, boot-repair, grub, fsck, apt-get #%!%$#%$#%

I suggest that Ubuntu update manager MUST disable power suspend when upgrading Ubuntu package.

Dongseong Hwang, this issue is now documented in https://help.ubuntu.com/community/UpgradeNotes . Despite this, power management disablement from Software Updater (package update-manager) would be user-space initiated, and would have to be made aware of current settings to adjust (ex. /etc/systemd/logind.conf ) or whatever would be the appropriate implementation. -> update-manager (Ubuntu)

Please reassign if found to be incorrect package.
