Bug Description
update-manager should be aware if after the suggeste upgrade the system need reboot, and warn the user so that he/she can decide when to upgrade the system.
Actually the user may be in such a work that a reboot isn't recommended. Realizing that a reboot is needed after the upgrade has completed and not being able to make it may make difficult keep working.
I'm proposing that update-manager:
- inform the user that the upgrade will bring the need to reboot
- separate the packages that will be responsible for the upgrade need and offer the possibility to upgrade only those that doesn't bring the need to upgrade
Thank you!

It would be a nice touch to add some "install updates not requiring reboot" button, so I don't have to cherrypick the kernel out of the upgrade packages, just press the simple one, and go on with my other tasks.
