Bug Description
Binary package hint: update-manager
I think this bug is not related to the other missing changelog bugs. update-manager reports the correct amount of available updates (e.g. four when updating the kernel) but shows in its changelog list under certain circumstances fewer (e.g. four in the same case). This might be connected to the state of meta packages but definitely can confuse users as you think packages are updated and you won't get the full information. I'll attach two screenshots (sorry, in German, but you'll get the point). One with the information that 8 packages are updated and only 4 in the list and one of the download process where you see that you get a more verbose list.

I think there are two approaches to this bug: Either have more verbose textual description as "the following list shows the most important updates" or having a complete changelog list even if the very changelog entry for meta packages is nearly empty (which I'd prefer).
