Bug Description
Typically, when I click a launcher on Monitor 2, I expect its window to pop-up on Monitor 2.
Unexpectedly, update-manager launches to Monitor 1 regardless of whether I click its launcher on Monitor 2 or its launcher that is on Monitor 1.
So, I'm intentionally mousing over to click its launcher on Monitor2, in hopes that it will launch to Monitor 2 (so, that it doesn't pop-up in front of the work I'm doing on Monitor 1), yet no matter what it pops up on Monitor 1.

Workaround:
System Settings > Appearance > Enable workspaces
When workspaces is enabled, the behavior is as desired.
This is kind of strange, because even when workspaces isn't enabled, you'd think it would behave the same way given that a dual monitor setup does indeed have one workspace with two desktops.
However, unless workspaces are enabled, update-manager launches to Monitor 1 when you click its launcher from Monitor 2.
