update-manager stuck when upgrading mysql-server

Bug Description
During the last update of my system, done at the command line with "sudo apt.-get upgrade", the process got stuck when updating mysql-server at this line:
Setting up mysql-server-5.5 (5.5.28-
After waiting 10 minutes nothing happened.
A workaround:
From another terminal I entered: sudo service mysql stop
and the process continued after showing the following line:
mysql stop/post-start, process 21080
post-start process 21081

Now it happened to me again while upgrading from 12.10 to 13.04. Mysql is not stopped by updata-manager to install the new version.
