update-manager icon in dash panel do not responding always

Bug Description
Sometimes the update-manager icon in the dash panel is not responding, neither to left mouse click nor to right mouse click options like "quit".
The dash panel arrow looks in this cases like the program would run on a other quart in unity(desktop switcher ability), but that is not the case.
I will attach a screenshot that illustrate what is ment with the dash arrow I have ment above.
So, update manger in fact frozes and is not responding to any user action.

Steps to reproduce(
1.Call a terminal and run
sudo apt-get update
2.After updating the packages lists see the update-manager icon come up in the dash panel with a number which illustrate the available upgrades.
3.In some cases the icon is not responding to any user action(left mouse click; right mouse click options). For details see above.
