Development version upgrade button not working

Bug Description
I'm trying to update to the development version.
Running update-manager -d shows an Update button for 13.04, but clicking on it doesn't do anything. I get a message in the terminal "No new release found".
What I expected to happen:
Either the Update button is not shown, if I can't upgrade to a new release, or the button works.
