meta-release check should send pragma: no-cache

Binary package hint: update-manager

As discussed with mdz and James to make sure that the meta-release file is not held back due to overly agressive caches. This also needs a SRU for feisty.

The commits in http://bazaar.launchpad.net/~ubuntu-core-dev/update-manager/main/ -r590 and -r591 should be backported to feisty-updates (and possible to edgy-updates).

I investigated this bug again and it is not needed to push it into edgy-updates anymore. The fix was about adding a "pragma: no-cache" header when the meta-release file was downloaded to work around over agressive proxies. In the meantime all proxies will have updated the meta-release information so this update is not required anymore and 0.45.2 from edgy-updates does just fine.
