postgresql-plperl-8.4 prevents upgrade from lucid to precise

I was trying to upgrade a server from lucid 10.04 to precise 12.04 using the command line. It showed an error message that postgresql-plperl-8.4 was in the list of packages to remove, but also in the list of packages blocked from removal.
