erroneus lengh of the download bar

Bug Description
today I started an upgrade via update-manager, and I note the progress bar is in an erroneus position. as you can see in the image i have to download 35 MB, but i downloaded only 300 KB and the bar is in a middle position.
now i note this thing in a running VirtualBox emulated system, but in the past i noted other times this trouble.
