Distribution-upgrades does not re-enable ppa subscriptions after upgrade

Bug Description

Every time I upgrade Ubuntu from one release to another, Ubuntu disables my subscriptions to software and does at no point re-enable them. Sometimes I forget this and I don't notice until I realize my favorite apps no longer gets upgrades. You don't have to be an advanced user to encounter this problem, it even happens with apps bought in the USC.

Imagine the following scenario:
1. New Ubuntu user purchases an app in the USC.
2. New Ubuntu user upgrades to a new release and Ubuntu promptly disables upgrades to his/hes app.
3. New Ubuntu user notices that he doesn't get the updates talked about on the web/friends/news.
4.a New Ubuntu user finds out and re-enable updates.
4.b New Ubuntu user does not find out how this happened but observes that this wouldn't be a problem on Windows/Mac.
4.c New Ubuntu user doesn't have a clue what's going on but is frustrated or exposed to security risks due to unpatched software.
5. New Ubuntu user thinks Ubuntu's behavior is stupid, he/she is frustrated or he/she is exposed to security risks.

Notice how, throughout this scenario, there is no benefit or good outcome.

This behavior is unnecessary.
