here is an example file. folders in archive named in english and file-roller unpacks it correct, but files are called in russian and their names are lost during unpacking (having unreadable chars in them)

No, unzip works correct and fileroller not.
I shell prove it by screenshots from by Ubuntu (if you don't know russian locale you can compare its symbols in my bmp image)

By the way zip command works uncorrect if I want to create zip file on Ubuntu and extract it on MS Mindows (may be windows unzip works uncorrect?)
But Ubuntu's unzip works correct allways - its really understand char set of packed files and for user it is no difference what operating system created it.
Fileroller does not understand in-windows-created archives.

As work around for creating cross-platform achive I use MS Windows program 7-zip manager, running it through Wine. In this way i have no problems (but it slower because of wine)

This error (with cp1251 codepage in zip archive) was not present in ubuntu 8.04, but in ubuntu is 10.04, it appeared again! The package Unzip 6.0 disappeared option to specify the character set (5.52 in older distributions ubuntu had options iconv -O -I) If we take unzip from the old distribution, then in the console and Midnight Commander all OK. Please fix this problem.

I guess we should make this bug as duplicate of https://bugs.launchpad.net/ubuntu/+source/unzip/+bug/477755

Can you comment why unzip created two variants of extracted filenames without any additional keys in command line?
