'odbcinst -q -s' fails with "odbcinst: SQLGetPrivateProfileString failed with ." when ~/.odbc.ini is empty or does not exist

Bug Description

odbc fails with:

odbcinst: SQLGetPrivateProfileString failed with .

which isn't a useful error message under any circumstances. However, in this case I have libmyodbc, the MySQL ODBC driver, installed. Thus, it should show up in response to that query.

Sorry, the specific command that fails is:

% odbcinst -q -s -h
odbcinst: SQLGetPrivateProfileString failed with .

Still the same on karmic. I dont have a fix for it yet.
