Bug Description

Poor visual quality in Unity8: Text in titlebars and panel is too large for the panel height (or titlebar too small for the text height)

If you look at Unity7 and other desktops you will see they achieve a nicer appearance by leaving more space above and below the text.

We could increase the titlebar height, but I have a hunch that just fixing bug 1583092 would also make the appearance adequate.

I think a good rule of thumb is to ensure for any text label/area the text height is only 50% of the area's height.

So:
  top 25% blank
  middle 50% text
  bottom 25% blank and/or descenders
