Testing steps:
1. Lock screen by power key.
2. Press power key to light the screen.
3. Input incorrect password till the device locked.

Expected results:
Device locked after input incorrect password should no more than 5 times.

Actual result:
Device locked after input incorrect password 7 times.

This is currently hard coded to 7, not sure how that was decided originally or why 5 is better
