[desktop] Launcher bounces any time you install/remove a package

Bug Description
Using Unity8 as desktop, using Terminal app, the Launcher pops out quickly any time you install/remove any package.
To repro:
apt-get install <anything>
It should really only pop out when something in the Launcher changes
