downward motion ("terminate") in application stack sometimes hard to execute

Bug Description
In the "stack" of applications (task list) accessible by swiping from the right edge, it is possible to "leaf" through the tasks with a left-right motion, and to terminate tasks by dragging the downwards.
However, on occasion, it seems to be very hard to "grab" a task to drag it downwards.
Strangely enough, this doesn't happen consistently.
Last it happened to me, I accidentally opened the camera app, and when wanting to close it, I couldn't drag it down, however I could drag down the other running apps that were running at the time without problems.
When I re-attempted the same thing just as I am typing this up, I noticed that even dragging down the camera app now works fine. Not sure what changed...
