Apps header is lost after changing filters

Select another filter such as news and magazines, then switch back to all
The Apps header is no longer displayed in the division between the top two rows and the rest

This has not changed in the click scope, so I suspect shell plugin or unity8.

It's caused by the latest unity-scopes-shell change but it is indeed a bug in unity8 code
