Clicking on a 'folded' launcher icon should always result in a launchable icon

Bug Description

Steps to reproduce:
1) Get a mako and hold it in landscape mode
2) Bring out the launcher. It should show the home button and 7 app icons - 3 fully visible, 2 folded icons on top and bottom
3) Ensure that there are 3 app icons not visible on the top of the launcher (i.e. put yourself in the middle of the icon list if possible)
4) Click the folded app icon second from the top (the folded icon that sits between the top folded icon and the first fully visible icon)

What happens:
The list scrolls to show more icons from the top. But the icon you actually clicked on is moved to be the first folded icon on the bottom. You can keep clicking back and forth on the same icon and never be able to launch it. To do that, you have to manually scroll the launcher.

What should happen:
Clicking an icon should make it available to launch.

This seems to be pixel density related. One needs a mako to reproduce. It works fine on krillin.
